Definitely not as rare as the shrouded ghost I found two of them in a row one time. Crazy having two of those on a ship at the same time. this guy found the shrouded ghost twice. I think 1 spawns per server in the Roar so it's not rare, it's just where you find it.
Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special.
