That leads me to believe that the problem is with the ground at the blower motor control, but I am not 100% sure. There should be 12 volts on that wire whenever the key is "on". The ground for the blower motor is an Orange wire that goes to the resistor module for fan speeds 1-2-3. The Orange wire also goes to the fans switch for "high" speed, which bypasses the resistor module.
