I do think that in general, the pattern/red-border mechanism is flawed, in terms of predictability and drop rates. Bordering/extracting any weapon should award currency that can be used to buy more patterns, exotic ones could be expensive, but deterministic.

The pattern doesn't drop randomly from wellspring, to get it you have to fully complete all of the evidence board quests at the enclave until you get the last one, called REVERSE-LURE.
