Even in PC they have messed with the timing so that they can't just spam the scroll wheel to skate fast. You need to know the new timings to skate properly without any options. Which isn't reliable or consistent on console in anyway.You start a sword skate and pretty much spam the Icarus Dash button. The timing is kind of tight between the burst of speed and the Icarus dash itself. To start a sword skate you use your sword in the air and while the animation is "occurring" you press jump again.
