Probably you get Research and Fortification set up, and then repeatedly spam Transportation and Intervention Safehouses until Mastermind is unlocked. Intervention Safehouse gives Scarabs so you probably want to do that one as frequently as possible, while saving T4 Aisling Research and T4 Hillock Fortification for the Mastermind lair.
