The issue. Skyrim and Skyrim Special Edition have a limit to amount of actors that can use their AIs at a given time, in a loaded worldspace. Going over this limit (having more NPCs with AIs loaded at the same time) causes the following symtoms: AI packages failing -> NPCs just standing about doing seemingly nothing.

No - That DLL is patching a memory address that was found in 32 bit Skyrim.exe for the lip sync bug. That bug has been fixed in 64 bit SkyrimSE.exe and something else is now at that address. Best case the game just CTD, worse case it changes something in the background that silently breaks things. Yes It showed their name and their footsteps. That way you can always locate an NPC you are looking for. If you're using the PC, you can use the console command player.placeatme to move them to you, or the command player.moveto to go to them.
