To help you out though most ice pokemon are found left of your city in the cave thats on the bottom cold steel cave.

Couldn't tell you. It's mostly so the pokemon that were lower in stats naturally would be more equal to each other. Like lilligant (480) and cherrim (450) having different bst would make you want to choose lilligant so to even the odds, the creator made the bst line up.
