If you allow Hivers to wear shirts, and wear one, you'll see the problem. It's unknown whether or not it'll ever be "fixed". I was wondering the same thing, just got the game about a week ago. My issue is Hivers with hats. I have two in my little group so far, one of them can wear hats and the other can't, the slot is all red.
When it comes to the rest of the limbs, the soldier wins no contest. 100 hp vs 80/75 for prince/worker respectively. This is especially important for hivers because its hard to armor their arms/legs. Even if you replace all the arms and legs with robotics, the soldier drone is still much better with higher chest/stomach hp.
