Also OP some games keep doing this whenever you verify files. It's not Win 7 or only a Civ 5 issue. I've only seen that happen with just one file though, not six. He may be having a different issue than the ini file Steam looks for. Question still remains whenever his game still works fine or not. Cause if yes then this can still be ignored.
