With Yuzu's level of optimization your CPU is too slow for 60fps in BOTW. It's that simple. The only CPUs that can achieve that is within the last two gens of AMD/Intel where IPC, clocks and core counts are way up: 5800X/7700X, or 12700K/13700K.
