For those that may want to see how a 2 stage clutch is adjusted I've attached a picture that shows the simple proceedure. This particular tractor is a Ford, but its similar to others. If the clearance on the 2 stage clutch pack is not correct the PTO will either not release, or not engage.

I believe he told me that he finally removed the starter and reached in through that hole to get it unstuck. He now leaves the clutch clamped down when not in use, seems that this is a fairly commom problem with the Fords.
