There's only one joystick tab for keybinds. go through and select what you want to bind and just press the button or axis on the new stick you want to bind it to. it will appear as "button 3 [joystick 2]" or something.

The closer range allows for more consistent accurate readouts by using the same scan as the mining laser. It's broken. I doubt they intended to remove radar signatures from ping scans.
